CEmONC IN NIGERIA: FROM ABUJA TO KANO

After examining the Federal Government’s policies and financing arrangements for Comprehensive Emergency Obstetric and Newborn Care (CEmONC), our investigation now moves to Kano State.

Kano was among the locations where the Federal Government’s CEmONC financing intervention was introduced. The programme is designed to reduce financial barriers to emergency maternal and newborn care for eligible beneficiaries through participating healthcare facilities.

In September 2025, the National Health Insurance Authority (NHIA) launched the neonatal component of the programme in Kano and entered into agreements with four healthcare facilities:

1. Aminu Kano Teaching Hospital (AKTH)

2. Murtala Mohammed Specialist Hospital

3. Mohammed Abdullahi Wase Specialist Hospital

4. Khalifah Sheikh Isiyaka Rabiu Paediatric Hospital

According to information released at the time, the neonatal component was designed to strengthen emergency care for newborns, including conditions such as birth asphyxia, neonatal sepsis, jaundice and acute surgical emergencies.

At the launch, Aminu Kano Teaching Hospital also reported that 972 women had received maternal CEmONC services under the programme.

But for this investigation, the names of the hospitals are only the beginning.

The important questions are:

Are these facilities currently providing the services as planned?

What specific CEmONC services are available at each facility?

How many women and newborns have benefited in Kano?

How much has been paid to the participating facilities?

Have additional facilities in Kano been added to the programme?

And are there differences between the maternal and neonatal components in terms of coverage and implementation?

The NHIA published a new “Full List NHIA CEmONC Facilities” on February 25, 2026. That official list is important for establishing the current number and location of NHIA-empanelled CEmONC facilities in Kano.

Therefore, Alfijir Labarai will not assume that the four facilities involved in the 2025 neonatal launch represent the complete current CEmONC list for Kano.

Our next step is to examine the latest official list and determine which facilities are currently active, what services they provide, how many beneficiaries they have treated, and what funding has actually reached the facilities.

From Abuja to Kano.

From policy documents to hospitals.

From government promises to what patients actually experience.
