GENERAL SANI ABACHA: THE POSITIVE LEGACY HE LEFT FOR NIGERIA

Period in Focus: 1993–1998
- In Nigeria’s history, General Sani Abacha remains one of the leaders whose era continues to generate public discussion.
In this investigation, however, Alfijir Labarai focuses on some of the policies and development initiatives implemented during his administration, particularly those relating to national development and public infrastructure.
The purpose of this report is not to ignore other events that took place during the period. Rather, our objective is to revisit the historical record and examine what was implemented, what was initiated, and what left a lasting impact on Nigeria.
Here are seven areas we are examining:
1. PETROLEUM TRUST FUND — PTF
One of the most prominent initiatives associated with the Abacha era was the Petroleum Trust Fund, established to channel part of the revenues generated from changes in petroleum prices into national development projects.
IMF records show that revenues accruing to the Petroleum Special Trust Fund were approximately ₦25 billion in 1995, ₦46 billion in 1996 and ₦39 billion in 1997.
A significant portion of the funds was directed toward capital projects in areas including infrastructure, health, education, water supply, food storage and security.
2. ROAD REHABILITATION ACROSS NIGERIA
Road development was one of the major areas of focus under the PTF.
In his Independence Day address on 1 October 1997, Abacha stated that the PTF had already allocated more than ₦30 billion for road rehabilitation across Nigeria.
This became one of the major infrastructure programmes associated with the PTF during his administration.
3. EDUCATION
Education was another major sector covered by the PTF programme.
IMF records confirm that education was among the major areas targeted for capital expenditure through the PTF/PSTF.
The administration also acknowledged challenges within Nigeria’s education system and pursued measures aimed at examining and addressing some of those challenges.
Education therefore remains one of the areas that deserves further examination in this series.
4. HEALTHCARE
Healthcare was also among the major areas targeted by the PTF for development projects.
IMF records identify health as one of the principal sectors that received PSTF funding.
This provides a basis for further investigation into the actual projects carried out in hospitals and other healthcare facilities during the period.
5. WATER SUPPLY AND PUBLIC INFRASTRUCTURE
Water supply and other public infrastructure were included among the areas targeted under the PTF programme.
In his 1997 address, Abacha identified water supply, education, healthcare, transportation and other social infrastructure among the areas expected to benefit from PTF activities.
IMF records also identify water supply among the major areas targeted by the PSTF.
6. CREATION OF SIX NEW STATES
On 1 October 1996, the Abacha administration created six new states:
Bayelsa
Ebonyi
Ekiti
Gombe
Nasarawa
Zamfara
The creation of the six states increased the number of states in Nigeria to 36.
These states remain part of Nigeria’s federal structure today, with official state records recognising 1996 as the year of their creation.
7. VISION 2010 AND LONG-TERM DEVELOPMENT PLANNING
The Abacha administration initiated Vision 2010 as an attempt to develop a long-term framework for Nigeria’s future.
In addition to Vision 2010, the government introduced the National Rolling Plan for 1996–1998.
The 1996 budget document preserved by the National Library of Nigeria shows that the plan covered areas including economic policy, agriculture, industry, financial matters and other aspects of national development.
WHAT SHOULD WE REMEMBER?
When this period of Nigeria’s history is examined, there were policies and development programmes that extended beyond the Abacha administration and continued to form part of Nigeria’s national development story.
The PTF, road rehabilitation, education, healthcare, water supply, the creation of six new states and Vision 2010 are among the areas that deserve renewed examination based on historical evidence.
But this is not the end of the investigation.
In Edition 2, Alfijir Labarai will examine the remaining areas, with further attention to the projects implemented, where they were carried out and what the historical records reveal.
