KANO BUDGET WATCH — EDITION 3
An Investigative Report by Alfijir Labarai
We Investigate. We Ask Questions. We Reveal What We Find.
INTRODUCTION
Access to reliable water supply remains an important public concern in Kano State. Government spending on water infrastructure therefore deserves careful public scrutiny, particularly where budget documents and public announcements contain different financial figures.
The Kano State Government’s 2026 Approved Budget allocated ₦4 billion to a project listed as “Rehabilitation Works At Tamburawa Treatment Plant” under the Ministry of Water Resources.
Media reports published on May 7 and May 8, 2026, subsequently reported a ₦9.9 billion contract for rehabilitation of the Tamburawa Water Treatment Plant and its raw-water pump station.
However, in an announcement published on May 29, 2026, the Kano State Government stated that ₦11.99 billion had been approved for upgrading the Tamburawa Water Treatment Plant as part of a combined ₦21.89 billion intervention involving Tamburawa and Challawa.
These figures raise important questions about the scope of the projects, the relationship between the budget allocation and the reported contract amounts, and the records needed to establish the financial and implementation position.
This edition of KANO BUDGET WATCH examines what the published records state and what remains to be clarified.
THE ₦4 BILLION ALLOCATION IN THE 2026 BUDGET
The Kano State Government’s 2026 Approved Budget lists the following project:
Project: Rehabilitation Works At Tamburawa Treatment Plant
Responsible ministry: Ministry of Water Resources
Function: Water Supply
2026 Approved Budget: ₦4,000,000,000
The allocation establishes that the project was included in the state’s approved capital budget for 2026.
However, a budget allocation does not automatically establish how much money was released, the value of any contract, the amount paid or the extent of work completed. Those matters require additional financial and project records.
THE ₦9.9 BILLION CONTRACT REPORTED IN MAY
Media reports published on May 7 and May 8, 2026, stated that Kano State had signed contracts totalling ₦21.29 billion for rehabilitation of major water facilities.
According to those reports, the breakdown was:
• ₦9.9 billion to CGC Nigeria Limited for rehabilitation of the Tamburawa Water Treatment Plant and its raw-water pump station.
• ₦11.39 billion to CCECC Nigeria Limited for work involving the Challawa Raw Water Pump Station and Water Treatment Plant, together with restoration of the Goron Dutse reservoirs.
These figures are attributed to the published media reports. Alfijir Labarai has not independently examined the signed contracts and therefore does not present the reported amounts as independently verified contract documents.
The signed contracts, award letters and approved scopes of work would provide stronger evidence of the precise contractual obligations and amounts.
THE GOVERNMENT’S ₦11.99 BILLION ANNOUNCEMENT
On May 29, 2026, the Kano State Government published an announcement concerning a combined ₦21.89 billion intervention for the Challawa and Tamburawa water treatment plants.
The announcement gave the following breakdown:
• ₦9.9 billion for the Challawa Water Treatment Plant.
• ₦11.99 billion for the Tamburawa Water Treatment Plant.
This breakdown differs from the allocation reported in the earlier contract-signing coverage, which assigned ₦9.9 billion to Tamburawa and ₦11.39 billion to Challawa and Goron Dutse.
The difference is significant enough to warrant clarification. However, the published figures alone do not establish why the breakdown differs, whether the figures refer to different project scopes, or whether any project or funding arrangement was revised.
It would therefore be premature to describe the difference as evidence of duplicated contracts, unauthorised expenditure or financial misconduct.
WHAT DO THE FIGURES MEAN?
Three distinct figures are central to this investigation:
₦4 BILLION
The allocation recorded for rehabilitation works at Tamburawa Treatment Plant in the 2026 Approved Budget.
₦9.9 BILLION
The amount attributed to the Tamburawa contract in media reports published in early May 2026.
₦11.99 BILLION
The amount attributed to Tamburawa in the Kano State Government’s announcement of May 29, 2026.
These figures originate from different types of published records and should not automatically be treated as equivalent.
To understand their relationship, the investigation would need to establish the scope of each project, the relevant contract documents, any authorised budget revisions and the amounts actually released and paid.
BUDGET ALLOCATION IS NOT THE SAME AS PAYMENT OR PROJECT DELIVERY
Public spending must be examined through distinct stages.
BUDGET ALLOCATION
The amount assigned to a project in an approved budget.
CONTRACT AWARD
The amount and scope formally agreed with a contractor under a valid contract.
PAYMENT AND EXPENDITURE
The amounts actually released or paid, supported by financial records and relevant payment documentation.
PROJECT DELIVERY
The work completed, its quality, operational status and the benefits delivered to residents.
Evidence of one stage does not automatically establish the others. An allocation does not prove payment, a contract award does not prove that the full contract amount was paid, and payment alone does not prove that all work was completed to the required standard.
WHAT NEEDS TO BE CLARIFIED?
The published records point to several questions requiring documentary examination:
1. What is the exact scope of the ₦4 billion project listed in the 2026 Approved Budget?
2. What project scope and facilities are covered by the ₦9.9 billion Tamburawa contract reported in early May?
3. Why did the May 29 government announcement assign ₦11.99 billion to Tamburawa and ₦9.9 billion to Challawa, whereas earlier contract reports gave a different breakdown?
4. Does the ₦21.89 billion figure in the May 29 announcement refer to the same signed contracts reported at ₦21.29 billion, or to a different or revised arrangement?
5. Were any supplementary appropriations, budget adjustments or other formal funding authorisations issued in connection with these projects?
6. What amounts have been released and paid, and what records support those figures?
7. What work has been completed, what remains outstanding, and what is the documented implementation timetable?
These questions require answers supported by official documents rather than assumptions based on the differences between published figures.
WHAT DOES THIS MEAN FOR KANO RESIDENTS?
The public interest in the Tamburawa project extends beyond the amounts allocated or announced.
Residents need reliable information about the work being undertaken, the timetable for completion, the operational performance of the facility and the extent to which the project improves access to piped water.
An announcement of an intended improvement is not proof that the improvement has already been achieved. Equally, the absence of publicly available implementation records does not establish that no work has taken place.
A sound assessment requires financial documentation alongside evidence of physical implementation and the services ultimately delivered.
WHAT ALFIJIR LABARAI HAS ESTABLISHED SO FAR
Based on the published records reviewed for this edition:
• The 2026 Approved Budget contains a ₦4 billion allocation for rehabilitation works at Tamburawa Treatment Plant.
• Media reports published on May 7–8, 2026, attributed a ₦9.9 billion contract to the Tamburawa project and its raw-water pump station.
• The same reports described a separate ₦11.39 billion contract for Challawa and the Goron Dutse reservoirs, giving a combined reported contract value of ₦21.29 billion.
• The Kano State Government’s May 29 announcement stated that ₦21.89 billion had been approved, assigning ₦11.99 billion to Tamburawa and ₦9.9 billion to Challawa.
• The published records reviewed do not, by themselves, reconcile the different project breakdowns or establish the amounts actually paid and the work completed.
These findings identify a need for further documentary clarification. They do not establish wrongdoing.
CONCLUSION
The Tamburawa Water Treatment Plant provides an important case study in examining the relationship between public budgeting, contract announcements, expenditure and infrastructure delivery in Kano State.
The 2026 Approved Budget records ₦4 billion for rehabilitation works at Tamburawa Treatment Plant. Media reports published in early May described a ₦9.9 billion contract for Tamburawa and its raw-water pump station. A government announcement published later in May assigned ₦11.99 billion to Tamburawa within a combined ₦21.89 billion intervention.
The published figures differ in ways that require clarification.
The key questions are what each amount covers, what was formally authorised, how much was paid, what work was completed and what improvements residents can verify.
Alfijir Labarai will continue to examine public spending through available documents, financial records and evidence of project delivery. Any further conclusions will depend on the evidence obtained.
This report does not allege wrongdoing. It identifies differences in published figures and explains what is needed to clarify them.
