The Nigeria Labour Congress (NLC), Federal Capital Territory (FCT) Council, has commenced an indefinite strike across the FCT from Wednesday, October 7, 2026, following the expiration of a seven-day ultimatum issued to the Federal Capital Territory Administration (FCTA).
The strike followed the NLC’s rejection of the FCTA’s response to its demands, which the union described as ambiguous, dismissive and unacceptable.
At the centre of the dispute is the use of a “vacancy clause” in the promotion of teachers in the FCT. The NLC argues that teachers employed through the FCT Universal Basic Education Board (UBEB) and FCT Secondary Education Board (SEB) were recruited specifically to teach and should not be subjected to vacancy-based promotion requirements designed for pool officers.
According to the union, the policy has contributed to career stagnation among teachers and has affected their professional progression.
The NLC is demanding the removal of the vacancy requirement for teachers’ promotion and wants eligible teachers who were excluded from the 2025 promotion examination to be allowed to participate alongside, or ahead of, the 2026 candidates.
The union is also demanding the withdrawal of certain redeployment and demotion letters issued to directors in education agencies who are covered by the Harmonised Retirement Age for Teachers Act, 2022.
Other demands include changes to the management arrangements of the FCT Secondary Education Board and the FCT Universal Basic Education Board.
Following the declaration of the strike, the NLC directed its affiliated unions across the FCT to ensure compliance among their members in schools, hospitals, government offices and other affected establishments.
The union said the strike would remain in force until its demands are addressed, while enforcement committees have been established to monitor compliance across the territory.
The NLC has also appealed to parents, residents and civil society organisations in the FCT to support its position and prevail on the authorities to resolve the dispute.
