New Independent Hisbah ‘Not in Kano’s Interest’ — Prof Mai Bushira

Professor Ibrahim Mu’azzam Mai Bushira has cautioned against the move to establish an independent Hisbah body in Kano State, describing the initiative as harmful to the state’s unity, peaceful coexistence, and overall security architecture.

He raised the alarm while addressing journalists in Kano on Thursday, noting that the position was part of the resolutions reached during a stakeholders’ meeting involving former Hisbah leaders and their deputies. The meeting, he said, examined the implications of introducing a parallel Hisbah structure at a time when the state already has a legally recognized Hisbah Board backed by the Kano State House of Assembly.

Professor Mai Bushira stated that the idea reportedly linked to former Governor Dr. Abdullahi Umar Ganduje would create unnecessary divisions and conflicts within the state.

“We agreed that this development emerged as a response to the dismissal of some Hisbah personnel and Marshals. But as Muslims and stakeholders in Kano, we know it is not in the best interest of any of us,” he said.

He added that establishing another Hisbah organisation operating similarly to the statutory one would “bring many problems — both the ones we foresee and those we cannot predict,” stressing that the duplication of such sensitive responsibilities could trigger operational clashes and undermine existing security structures.

The professor recalled that during the legislative process that created the current Hisbah Board, all individuals involved in independent Hisbah groups at the time were absorbed into the formal structure to avoid division and ensure unity of purpose.

He reiterated that the same principles of cohesion, legality, and coordinated security efforts must be maintained to safeguard peace and order in Kano State.
