Your Excellency,
History teaches us that societies progress when leadership choices are guided by vision, capacity, courage, and above all, continuity. Kano’s aspiration to mirror the sustained growth witnessed in Lagos since 1999 requires strategic and disciplined decision-making at the highest level of governance.

Lagos’ successive administrations built on existing foundations rather than dismantling them. They chose stability over sentiment and structure over improvisation. Today, Kano stands at a similar historical crossroads — a decisive moment that will define its trajectory for decades.

Kano people want progress — real, measurable, sustainable progress. We want roads that last beyond political tenures, schools that truly educate, hospitals that heal with dignity, industries that empower youth, and a government that plans beyond the immediacy of elections. That is why many admire what Lagos has achieved: because governance there followed a clear development blueprint. There was no abrupt change of direction every four years; there was alignment, discipline, and continuity.

Continuity is Development.

Today, Governor Abba Gida Gida is putting Kano back on the path of purposeful progress. The renewed commitment to infrastructure, human capital development, fiscal discipline, and inclusive governance under the leadership of Engr. AKY has restored confidence among citizens. He has started well — and because he has started well, the future of Kano must be secured with competence and strategic foresight.

As expectations naturally rise toward a second term, the choice of a deputy governor becomes not a routine political calculation, but a defining governance decision. It must reflect competence over convenience, experience over experimentation, and alignment over appeasement. The office of the deputy governor is not ornamental; it is pivotal to coordination, policy stability, and institutional continuity.

To secure this future, Kano needs a deputy governor with experience, capacity, discipline, and vision. Kano cannot afford trial and error. If the state must move forward sustainably, the deputy must understand development financing, budget processes, infrastructure execution, legislative oversight, and economic planning — not politics alone.

In this context, Honourable Abubakar Sulaiman Abubakar (Engr. Abba Bichi) presents not just a compelling profile, but a reassuring one. His experience as former Chairman, House Committee on Works, and his current role as Chairman, Committee on Appropriation, positions him at the strategic nerve centre of infrastructure financing and fiscal governance.

These are portfolios that require intellectual depth, technical understanding, negotiation skills, and unwavering discipline.
Engr. Abba Bichi is widely regarded as meticulous, methodical, and results-driven. His grasp of public finance and project oversight demonstrates maturity beyond rhetoric.

He has built a reputation for diligence, accountability, and clarity in legislative engagement. At a time when governance demands precision and steadiness, he represents stability.

Beyond titles and committees, Engr. Bichi has distinguished himself as a bridge-builder — someone who understands both the technical language of development and the political language of consensus. His national exposure and legislative experience equip him with the institutional memory and strategic insight required at the executive level. He embodies a blend of technocratic competence and political maturity.

Kano’s future demands leadership that guarantees continuity, not experimentation. It demands individuals who see governance as responsibility, not opportunity; service, not symbolism.

Governor Abba Kabir Yusuf has laid a strong developmental foundation anchored on purposeful governance. As this journey continues, the office of the deputy governor must be occupied by someone who can consolidate gains, protect policy direction, and strengthen institutional frameworks. The moment calls for someone steady in judgment, disciplined in execution, and aligned with the Kano Development Agenda.

Hon. Engr. Abba Bichi exemplifies these qualities. His legislative leadership, calm disposition, analytical strength, and unwavering focus on infrastructure oversight make him a stabilizing force capable of reinforcing governance architecture. He is not merely a participant in public service; he has demonstrated commitment to structured development and fiscal responsibility.

At this defining moment, Kano needs experience at the centre of government — experience that protects progress, secures continuity, and guarantees that development is not interrupted by avoidable missteps. The children of Kano deserve a future built on competence. The youth deserve opportunities sustained by policy stability. Investors deserve predictability. Citizens deserve consistency.

Your Excellency, leadership is ultimately measured by legacy. The decisions taken today will echo in the history of Kano tomorrow. In safeguarding the future, competence must remain the guiding principle.
The future of Kano deserves competence.

The future of Kano deserves continuity.
The future of Kano deserves strategic alignment.

Respectfully submitted,
Engr. Abdul Haruna, mni, COE
