RE: Misleading Claims That Government Directive Has Grounded Public Administration In Kano State

The attention of the Kano State Government has been drawn to certain media reports and public commentaries alleging that a recent directive issued by His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf, instructing Ministries, Departments and Agencies (MDAs) to temporarily halt the forwarding of files to his office has “grounded public administration” in the State.

The Government wishes to state clearly and unequivocally that this assertion is incorrect, misleading, and entirely devoid of factual or legal basis.

The directive in question was issued towards the end of December, a period when the State’s Appropriation Law for the outgoing fiscal year was nearing expiration, while the 2025 Budget was still undergoing legislative consideration. In such circumstances, prudence, legality, and strict adherence to due process necessitate restraint in executive approvals—particularly those with potential financial implications.

Contrary to claims of administrative paralysis, the directive was a responsible fiscal and administrative control measure aimed at preventing unauthorized expenditures, avoiding illegal financial commitments, and shielding the State from future audit queries and legal liabilities. It is a fundamental principle of public finance that no new spending commitments should be undertaken in the absence of a valid appropriation law.

It is important to emphasize that government operations have continued uninterrupted. Essential services across critical sectors such as security, healthcare, education, sanitation, and other public services have remained fully functional under existing statutory provisions and standing approvals. The directive merely placed a temporary pause on the escalation of new discretionary matters to the Governor’s office, pending further guidance aligned with the new fiscal framework.

Furthermore, the measure strengthens institutional governance by ensuring that MDAs operate strictly within their lawful mandates, while discouraging the end-of-year rush for approvals that often undermines transparency, accountability, and fiscal discipline.

The Kano State Government therefore finds it unfortunate that a lawful, precautionary, and governance-driven decision has been misrepresented as administrative stagnation. On the contrary, the action reflects foresight, discipline, and respect for the rule of law—hallmarks of responsible leadership.

The public is hereby assured that upon the conclusion of ongoing transitional administrative reviews, appropriate directives will be issued to guide the next phase of executive operations.

The present administration remains steadfast in its commitment to transparency, effective service delivery, and the prudent management of public resources in the best interest of the people of Kano State.
