Subject: PETITION AGAINST ILLEGAL COLLECTION OF FUNDS FOR TRANSFORMER REPAIR IN GONI CLOSE, KABALA DOKI, KADUNA – CALL FOR URGENT NERC INTERVENTION
Dear Sir/Madam,
We the undersigned, concerned residents of Goni Close, Kabala Doki, Kaduna, write to formally petition against the unauthorized and illegal monetary collection being enforced on our community by certain community committee members, in collaboration with unidentified staff of Kaduna Electric, following the recent breakdown of our community transformer.
Background:
On Saturday, June 8th, 2025 (a day after the Sallah Eid-al-Kabir celebration), the transformer supplying power to our community suffered a major fault, resulting in a total power blackout in the affected area.
Instead of formally engaging with the community through a general meeting or proper technical assessment, a few self-appointed committee members took unilateral action by:
Declaring a total sum of ₦700,000 (Seven Hundred Thousand Naira) as the projected cost of repairs.
Breaking this down into:
₦150,000 for lifting and transportation of the transformer;
₦500,000+ for unspecified internal repairs, without any official technical diagnosis.
Commencing collection of funds from residents, even though no transparent assessment has been conducted by Kaduna Electric to determine what actually went wrong with the transformer.
Concerns and Grounds for Petition:
1. Electricity consumers are not responsible for funding repairs of electricity infrastructure (e.g., transformers) owned by the DisCos, as clearly stated under the Nigerian Electricity Regulatory Commission’s guidelines.
2. Kaduna Electric receives payment from our community through monthly electricity bills, yet fails to uphold their responsibility in maintaining infrastructure they own.
3. The community committee has acted without consultation, documentation, or transparency, raising suspicions of financial mismanagement or abuse.
4. Some Kaduna Electric staff appear to be complicit, or at least indifferent, to this illegal demand — which raises serious questions of collusion and extortion.
. Our Demands:
We are calling on NERC and all relevant authorities to:
1. Launch an immediate investigation into the incident at Goni Close, Kabala Doki.
2. Stop the ongoing collection and refund any amount already collected from residents.
3. Compel Kaduna Electric to repair or replace the damaged transformer as part of their statutory obligation.
4. Sanction any staff of Kaduna Electric found to be involved in or enabling this illegal monetary collection.
5. Reorganize or reform the community power committee, ensuring they operate transparently and with community consent going forward.
. Conclusion:
This situation represents a clear violation of consumer rights, and a failure of duty by the DisCo. We respectfully urge NERC and the management of Kaduna Electric to treat this matter with urgency, restore power to the affected residents, and stop the exploitation of vulnerable consumers in the name of repair costs.
We are ready to provide further evidence, including testimonies and financial records, if needed. We ask that this petition be acknowledged and responded to within seven (7) working days to avoid escalation.
