SPECIAL INVESTIGATION
Legislative monitoring records identify Mohammed Garba Ibrahim as the representative of Gwale Federal Constituency and a second-term member of the House of Representatives.
Records from the 2023 general election also identify Garba Ibrahim Mohammed as the NNPP candidate who won the Gwale Federal Constituency seat.
This indicates that Garba Diso’s representation of Gwale extends beyond a single term and that he continued to represent the constituency in the 10th National Assembly.
LEGISLATIVE ACTIVITIES: BILLS AND MOTIONS
Assessing the performance of a lawmaker does not depend solely on constituency projects.
The legislative responsibilities of a member of the House of Representatives also include sponsoring bills, moving motions, participating in debates and exercising oversight over government institutions.
Alfijir News reviewed legislative records showing that Garba Ibrahim Muhammad participated in a number of legislative activities during the 10th Assembly.
NATIONAL UNIVERSITIES COMMISSION ACT BILL, 2023
On 19 December 2023, the House of Representatives Order Paper listed:
National Universities Commission Act (Repeal and Enactment) Bill, 2023
HB.1042
Hon. Garba Ibrahim Muhammad was listed as the sponsor of the bill at First Reading.
This is one of the official legislative records confirming his participation in the introduction of legislation during the 10th Assembly.
MOTION ON THE FEDERAL ROAD SAFETY COMMISSION
On 10 October 2024, Garba Ibrahim Muhammad, representing Gwale Federal Constituency, moved a motion concerning measures used by the Federal Road Safety Commission to enforce road traffic regulations.
The motion addressed issues including checkpoints, traffic congestion and the risks associated with pursuing road users at high speed.
The House adopted the motion and took measures relating to improving FRSC operations and the use of modern methods in enforcing traffic regulations.
MOTION ON NYSC ORIENTATION CAMPS
On 8 May 2025, Garba Ibrahim Muhammad moved a motion calling for the expansion and improvement of NYSC orientation camps across Nigeria.
The motion called for additional facilities and improvements to existing camps to enable them to accommodate more corps members.
The House adopted the motion and mandated the relevant committees to follow up on the implementation of the resolutions.
MOTION ON THE REVIVAL OF THE TEXTILE INDUSTRY
On 20 May 2025, Garba Ibrahim Muhammad moved a motion on the need to revive Nigeria’s textile industry.
During the debate, lawmakers discussed challenges affecting the decline of textile manufacturing, employment and electricity supply.
The House adopted the motion and took measures that included calls for the government to regulate the importation of clothing and textile products and improve the power supply environment for local manufacturers.
WHAT DOES THIS MEAN?
The records reviewed by Alfijir News show that Garba Diso’s legislative activities have not been limited to constituency matters.
There are official legislative records showing his participation in bills and motions covering issues relating to universities, road safety, young people and industry.
However, these records alone do not answer the question that matters most to the people of Gwale:
WHAT HAS GWALE GAINED?
To answer that question, the investigation must turn to constituency projects and the allocations made for Gwale.
CONSTITUENCY PROJECTS: WHAT THE BUDGET RECORDS SHOW
Our investigation identified projects allocated to Gwale Federal Constituency in federal budget records.
However, there is an important distinction between:
Money being appropriated.
Money being released.
Money being paid.
A project being implemented.
A project being completed.
For this reason, Alfijir News will not treat an appropriation as money that was actually spent.
₦33 MILLION — YOUTH AND WOMEN EMPOWERMENT
ConsTrack lists a project titled:
“Sensitization/Training and Empowerment of Youth and Women in Gwale Federal Constituency, Kano State.”
The project was allocated ₦33,000,000 in 2021.
ConsTrack associates the project with Hon. Mohammed Garba Ibrahim and the National Biosafety Management Agency under the Federal Ministry of Environment.
However, the records available to us do not establish how much money was actually released or spent.
What has therefore been established is:
₦33 million was appropriated.
We do not, however, have evidence establishing that ₦33 million was actually spent.
₦20 MILLION — TRAINING AND TAKE-OFF GRANTS
Another project identified is:
“Training and Take-Off Grants for Unemployed Youth in Gwale Federal Constituency, Kano State.”
The project was allocated ₦20,000,000 in 2021, and ConsTrack associates it with Hon. Mohammed Garba Ibrahim and the National Directorate of Employment.
However, we have not found records establishing how much was released or spent.
When the two projects are combined:
₦33 million + ₦20 million = ₦53 million.
But this does not mean that Garba Diso spent ₦53 million.
It means that the budget information reviewed shows a combined appropriation of ₦53 million for the two projects associated with his name.
This distinction is important for maintaining the accuracy and credibility of the investigation.
₦150 MILLION — EMIRATE STREET, TUDUN YOLA
The 2021 budget records include the following project:
“Construction of 2KM Road and Drainages/Culverts with Asphalt Finishing and Solar Street Lights at Emirate Street, Tudun Yola, Gwale Federal Constituency.”
Appropriation:
₦150,000,000.
Project Code:
ERGP554002203.
However, we have not found sufficient evidence to establish that this project was directly initiated or sponsored by Garba Diso.
Therefore, we will describe it as:
“A project allocated to Gwale Federal Constituency.”
We will not describe it as:
“A Garba Diso project.”
That attribution will only be made if further documentation establishes a direct link to his representation.
₦85 MILLION — KWANA DISO ROAD
Eyemark records show:
“Construction/Rehabilitation of Kwana Diso Road, Gwale Federal Constituency, Kano.”
Appropriation:
₦85,000,000.
Project Code:
ERGP202201104.
However, the information reviewed does not establish the amount released or spent, and we have not found sufficient contractor and inspection details.
This project therefore requires further investigation.
₦100 MILLION — GWALE VETERINARY TO HAUREN WANKI
The 2024 budget records include:
“Construction of Road/Drainage from Gwale Veterinary to Hauren Wanki in Gwale Federal Constituency.”
Appropriation:
₦100,000,000.
The monitoring information reviewed by Alfijir News listed the project as:
NOT STARTED.
This means that, at the time the monitoring information was collected, the project had not started.
We will not say that the ₦100 million was lost.
We do not have evidence establishing that the money was released.
What we have established is:
₦100 million was appropriated, while the monitoring records showed that the project had not started.
This requires further clarification from the government agency responsible for implementation.
WHAT SUPPORTERS OF GARBA DISO HAVE SAID
On 13 September 2024, Manhaja/Blueprint Hausa published an interview with Dr. Gaddafi Sani Shehu, who was identified in the report as the secretary of Garba Diso’s 2023 campaign organisation.
Dr. Gaddafi described Garba Diso as a representative who maintains contact with residents, listens to their needs and supports some community concerns.
He also stated that 300 streetlights had been provided across the 10 wards of Gwale and mentioned classroom projects.
However, Alfijir News will not treat these statements as government-verified evidence.
They are claims reported from a supporter of the lawmaker, and further documentation and field verification are required to establish the projects mentioned.
CRITICISM
There is also a Daily Reality report published on 8 June 2026 that reported criticisms attributed to some Gwale youths concerning education, employment and empowerment.
However, the report was published within the context of the 2027 political environment and included the views of a person interested in contesting the Gwale seat.
For this reason, Alfijir News will not treat the report alone as representative of the views of all Gwale residents.
We include it because it demonstrates that critical views have been expressed publicly. These views will require further verification directly from residents of Gwale.
WHAT THE INVESTIGATION HAS ESTABLISHED SO FAR
Based on the records reviewed, three key points have emerged.
First, there are legislative records confirming Garba Diso’s participation in bills and motions in the National Assembly.
Second, there are budget-related records directly associated with the name Mohammed Garba Ibrahim, particularly the ₦33 million Youth and Women Empowerment project and the ₦20 million Training and Take-Off Grants for Unemployed Youth project.
Third, there are other projects allocated to Gwale Federal Constituency for which we have not yet found sufficient evidence to directly attribute them to Garba Diso.
We therefore will not make that attribution.
GARBA DISO’S RESPONSE: QUESTIONS BEFORE HIM
At this stage, Alfijir News will present some of the key questions arising from the investigation to Hon. Garba Diso and give him an opportunity to provide his explanation.
Among the questions are:
1. What is the full account of the ₦33 million Youth and Women Empowerment project?
2. How many people benefited from the programme, and where was it implemented?
3. What happened to the ₦20 million Training and Take-Off Grants for Unemployed Youth project?
4. Is there a complete list of beneficiaries of these programmes?
5. What is the status of projects associated with his representation in Gwale, particularly roads and streetlights?
6. Were the 300 streetlights mentioned in 2024 completed? Where are they located?
7. Which constituency projects does he say he directly supported from the beginning of his first term to date?
8. How does he ensure that residents of Gwale have access to him to present complaints and requests?
9. What is his response to some of the criticisms reported from Gwale youths?
10. Which major achievements does he consider most significant during his representation of Gwale in the National Assembly?
These are not conclusions.
They are questions arising from the findings of the investigation, and Alfijir News will give the lawmaker an opportunity to provide a detailed response.
CONCLUSION
The Alfijir News investigation shows that Garba Diso has represented Gwale Federal Constituency in the House of Representatives for more than one term, while legislative records confirm his participation in bills and motions during the 10th Assembly.
On constituency matters, there are projects directly associated with his name in budget-monitoring records, including the ₦33 million Youth and Women Empowerment project and the ₦20 million Training and Take-Off Grants for Unemployed Youth project.
However, there remains a significant gap between appropriation and actual expenditure.
There are also projects allocated to Gwale for which sufficient evidence has not yet been found to directly link them to Garba Diso.
Therefore, Alfijir News will not treat a budget allocation as proof of expenditure.
It will not describe a project allocated to Gwale as a Garba Diso project unless the evidence establishes that connection.
It will not treat statements from either supporters or critics as representing the views of all Gwale residents.
At this stage, what we are looking for is:
EVIDENCE.
EXPLANATION.
RESPONSE.
THEN THE VOICE OF THE PEOPLE.
The central question that began this investigation remains:
WHAT HAS THE PEOPLE OF GWALE GAINED FROM GARBA DISO’S REPRESENTATION?
