GARBA DISO: FROM THE NATIONAL ASSEMBLY TO REPRESENTING GWALE — WHAT HAS THE GWALE COMMUNITY GAINED?

 

A Special Investigation by Alfijir Labarai into the political history, legislative activities and constituency projects of Hon. Engr. Garba Ibrahim Mohammed Diso

 

INTRODUCTION

 

Hon. Engr. Garba Ibrahim Mohammed Diso, popularly known as Garba Diso, is a member of the House of Representatives representing Gwale Federal Constituency of Kano State.

 

Legislative records and platforms that monitor lawmakers’ activities indicate that Garba Diso is a second-term member of the House of Representatives and has served in the 10th National Assembly.

 

However, his name appears in different forms across some official records and legislative-monitoring platforms. Some sources use Mohammed Garba Ibrahim, while others use Garba Ibrahim Muhammad. Garba Diso is the name by which he is widely known. For the purpose of this investigation, Alfijir Labarai will use Garba Diso while identifying the variations where necessary.

 

HISTORY AND REPRESENTATION OF GWALE

 

OrderPaper identifies Garba Diso as a member of the House of Representatives representing Gwale Federal Constituency and describes him as a second-term lawmaker.

 

This indicates that his representation of Gwale is not a recent development and that he returned to the National Assembly after serving a previous term.

 

The National Assembly Legislative Tracking Forum also lists Hon. Mohammed Garba Ibrahim as the representative of Gwale Federal Constituency, Kano.

 

LEGISLATIVE ACTIVITIES: BILLS AND MOTIONS

 

One of the important ways to examine the work of a lawmaker is to look at their activities on the floor of the House, particularly bills, motions and participation in the legislative process.

 

During a previous Assembly, Garba Ibrahim Mohammed was associated with several bills covering issues including maternal and child healthcare, banking and financial institutions, the Criminal Code, the Penal Code, universities and other areas of public policy.

 

In the 10th Assembly, there is also a record of his National Universities Commission Act (Repeal and Enactment) Bill, 2023, which was introduced at the House of Representatives.

 

In May 2025, his name also appeared in legislative proceedings concerning efforts to revive Nigeria’s textile industry. Following debate on the motion, the House took steps relating to the textile sector, including calls for measures concerning the importation of textile products and improved electricity supply for local manufacturers.

 

These records indicate that the legislative activities associated with Garba Diso have covered not only issues directly connected to Gwale, but also broader national matters involving education, industry and government policy.

 

CONSTITUENCY PROJECTS: WHAT HAS BEEN REPORTED

 

Another important part of this investigation is what has been reported on the ground in Gwale.

 

In a report published in 2024, Dr. Gaddafi Sani Shehu, identified as a Deputy Managing Director at KHEDCO and secretary of Garba Diso’s 2023 campaign organisation, described some projects he said the lawmaker supported.

 

Among the projects he mentioned was the provision of 300 streetlights, which he said were distributed across 10 wards in Gwale.

 

He also mentioned classroom construction projects, including blocks of classrooms that he said were either initiated or commissioned in different parts of Gwale.

 

However, Alfijir Labarai has treated these statements as claims made by a supporter of the lawmaker. We therefore do not present all of them as independently verified government projects without supporting documentation such as contract records, budget allocations, project locations and implementation reports.

 

This distinction is important between a claim that a project was carried out and an independently verified record showing that the project was implemented.

 

A CONSTITUENCY PROJECT IDENTIFIED IN BUDGET RECORDS

 

ConsTrack records identify a project allocated to Gwale Federal Constituency titled:

 

“Sensitization/Training and Empowerment of Youth and Women in Gwale Federal Constituency, Kano State.”

 

The records show an allocation of ₦33,000,000 for the project and associate it with Hon. Mohammed Garba Ibrahim and the National Biosafety Management Agency under the Federal Ministry of Environment.

 

However, the information available to us does not establish the proportion of the project that has actually been implemented or completed.

 

The project therefore remains an important subject for further investigation: Where was it implemented? How many people benefited? How much was actually spent? And what measurable outcome did it produce?

 

POLITICAL PARTY DEFECTION

 

On 31 March 2026, Garba Diso was among Kano members of the House of Representatives who defected from the New Nigeria Peoples Party (NNPP) to the All Progressives Congress (APC).

 

The Kano State Government confirmed that Garba Ibrahim Diso, representing Gwale, was among eight members of the House who moved to the APC.

 

Reports on the defection stated that the lawmakers cited internal disagreements within the NNPP as a reason for their decision. This is a reason attributed to the lawmakers and is not an independent conclusion by Alfijir Labarai.

 

The APC Kano website currently lists Engr. Garba Ibrahim Muhammad Diso within the party structure as a member representing Gwale.

 

The defection represents a new chapter in Garba Diso’s political history, particularly as his representation of Gwale enters a new political environment ahead of the 2027 general elections.

 

WHAT THE AVAILABLE RECORDS SHOW

 

The information reviewed by Alfijir Labarai confirms that Garba Diso has served as the representative of Gwale in the House of Representatives and has a record of participation in legislative activities, including bills and motions.

 

There are also records of constituency projects associated with Gwale, particularly in areas such as street lighting, education, training and empowerment initiatives for youths and women.

 

However, some of these projects require further verification before their full status, expenditure and number of beneficiaries can be established.

 

Similarly, the information currently available from OrderPaper does not provide sufficient data on his attendance, committee attendance and the complete record of his activities during the 10th Assembly.

 

For this reason, Alfijir Labarai will not present any attendance figure or make a conclusion about his attendance without sufficient verified records.

 

VIEWS FROM SUPPORTERS AND CRITICS

 

There are individuals who have expressed support for Garba Diso’s representation.

 

For example, a 2024 report by Manhaja/Blueprint Hausa quoted Dr. Gaddafi Sani Shehu describing him as a representative who maintains contact with his constituents and highlighting projects attributed to him in Gwale.

 

On the other hand, some reports have criticised the scale of his legislative activities and questioned what some people consider insufficient efforts in areas such as youth development, education and community support.

 

For example, a 2026 report by Daily Reality raised such criticisms. However, these represent the views expressed in that report and are not conclusions independently established by Alfijir Labarai.

 

Therefore, this investigation does not adopt either the praise or criticism as a final judgment.

 

WHAT SHOULD BE INVESTIGATED FURTHER?

 

To properly assess representation in Gwale, several important questions require deeper investigation:

 

1. What is the complete list of constituency projects allocated to Gwale from 2019 to 2026?

 

2. How much was allocated to each project?

 

3. Which projects have been completed, which are ongoing, and which have not commenced?

 

4. Where is each project located?

 

5. How many people have benefited from each project?

 

6. What is the complete record of bills and motions introduced or sponsored by Garba Diso during the 10th Assembly?

 

7. What are his verified attendance records in the National Assembly?

 

8. What oversight activities has he undertaken concerning government agencies and programmes?

 

9. What explanation has Garba Diso personally given for his defection from the NNPP to the APC?

 

10. What do residents of Gwale say about the impact of his representation?

 

CONCLUSION

 

The investigation by Alfijir Labarai shows that Hon. Engr. Garba Ibrahim Mohammed Diso is among the Kano politicians who have spent time representing Gwale in the House of Representatives.

 

Legislative records show his involvement in bills and motions, while constituency-project records indicate that projects have been allocated to Gwale, alongside other projects and interventions attributed by supporters to his representation.

 

However, a complete assessment of the impact of representation requires the combination of National Assembly records, budget documents, implementation records from relevant government agencies and direct feedback from residents of Gwale.

 

This investigation is therefore not simply a profile of Garba Diso. It is the first step toward answering a more important public-interest question:
